Dubuque Couple Charged in Infant Death

A Dubuque couple has been charged in connection to a two-month-old child’s death back in June 2023. On June 10th, 2023, emergency crews responded to an apartment in the 3200 block of Getty Terrace for a report that a child was not breathing and was cold to the touch. Responders attempted to resuscitate the child and transported it to a nearby hospital where it was ultimately pronounced deceased. 24-year-old Valessa Matlock was identified as the mother of the child and lived in the apartment with her boyfriend and father of the child 24-year-old Khalil Holloway. The couple also had one other mutual child and another child of Matlock’s living in the apartment. Following an investigation, officials determined that Holloway reportedly left just prior to police arrival that morning. Officials say that there were signs of marijuana use within the apartment with both Matlock and one of her children testing positive for THC Metabolite. During an interview with police, Holloway reportedly admitted to smoking marijuana in the apartment and owning the drug paraphernalia in the apartment. Investigators also say that the living conditions of the apartment were not suitable for any of the children living there, with strong odors of cat urine in the apartment, cat feces inside an infant high chair, and soiled diapers overflowing in the trash. An autopsy was performed on the victim. Officials ruled that the child’s cause of death was ruled as Positional Asphyxia. Matlock reportedly declined investigators’ requests to re-enact how she had put the child on the couch where it was found, and how she had discovered him. Matlock was charged with Child Endangerment resulting in Death. Khalil Holloway was charged with Child Endangerment.

Two Injured in Wrong Way Crash

Two people were injured in a crash involving a wrong-way driver on Highway 20 near Dyersville. A report states that 69-year-old Denise Tinker of Elgin was driving west in the eastbound lanes of Highway 20 west of Dyersville just after 7:15 p.m. Monday when she turned north toward 300th Avenue and struck a westbound vehicle driven by 26-year-old Bailey Douglas of Dyersville. According to the Delaware County Sheriff’s Department, Tinker and Bailey were both transported by ambulance to Regional Medical Center for treatment of their injuries. Tinker was cited with driving on the wrong side of a two-way highway and failure to yield upon entering a highway.

West Delaware Chooses New Superintendent

West Delaware County Community School District leaders have announced their next superintendent. Jen Vance, who currently serves as assistant superintendent in the Central DeWitt Community School District, will assume the role July 1, pending board approval. Vance will replace Kristen Rickey, who is retiring as superintendent at the end of the school year after 13 years with the district. The school board selected Vance after board members and stakeholder groups of students, parents, teachers and community members interviewed three finalists on Monday. In addition to Vance, the finalists were Tripoli (Iowa) Community School District Superintendent Jay Marley and Tipton (Iowa) Community School District Superintendent Jason Wester. The release states that Vance previously served as director of instruction and innovation for the Central DeWitt district. She is a mentor for new administrators through School Administrators of Iowa and was named a 2023 Central Office Administrator of the Year finalist.
